POWER 4 ALL Underscores the Best Practices in Disaster Risk Management

Disasters pose significant threats to communities, economies, and ecosystems in the Philippines with $170 billion cost annually in typhoons and earthquakes. Effective disaster risk management (DRM) is critical for mitigating the impact of these hazards, protect lives, and ensure sustainable development.  Disaster Risk Management is a systematic approach exercised by the Department of National Defense, National Police, and the Office of Civil Defense to identifying, assessing, and reducing risks associated with disasters. It encompasses policies, procedures, practices, and strategies designed to prevent new risks, reduce existing risks, and manage residual risks through preparedness, response, and recovery efforts.  

DRM is more than just a response mechanism; it is a proactive commitment to safeguarding lives and promoting sustainable development. As global challenges like climate change and urbanization heighten disaster risks, investing in DRM strategies is becomes more important than ever. By fostering resilience, leveraging innovation, and prioritizing collaboration, we can build a safer, more prepared world for future generations.

Leaders, innovators, and community heroes gathered at SMX Convention Center on December 2, 2024 for the highly anticipated ARISE Philippines Awards Ceremony at APMCDRR, celebrating outstanding contributions of key players to disaster risk reduction, recovery, and resilience. 

Hosted by the local network of the Private Sector Alliance for Disaster Resilient Societies (ARISE Philippines),this annual event recognizes individuals, organizations, and projects that have demonstrated exceptional commitment to minimizing disaster risks, community protection, and  sustainable development.

This year’s ceremony brought together stakeholders from across sectors, including government, academia, non-profits, and private enterprises. Keynote speeches from the esteemed board members and government sector highlighted the crucial need of collaboration in addressing the challenges posed by climate change, natural disasters, and other risks. The role of the Arise Philippines network in supporting financial initiatives, building infrastructures, and being part of the regulatory system is highlighted.

Some of the best practices articulated are:

  • Community Engagement. Empowering local communities to actively participate in risk assessments and preparedness plans ensures tailored solutions that address unique vulnerabilities and information sharing for collaborative research
  • Integrated Risk Management. Collaboration among government agencies, non-governmental organizations, private sectors, and international bodies creates comprehensive and cohesive DRM strategies. The exercise demonstrated the strength of unified efforts in ensuring synchronous, coordinated responses during emergencies or disasters.
  • Use of Technology and Innovation. Advanced tools such as Geographic Information Systems (GIS), satellite monitoring, and machine learning enhance hazard prediction, data analysis, and decision-making.
  • Policy and Legislation. Governments play a critical role in enacting laws and policies and its legal framework that promote safety, allocate resources, and enforce regulations for risk reduction.
  • Sustainability and Climate Adaptation. Addressing climate change as a driver of disasters is fundamental to long-term risk reduction. Sustainable development practices can mitigate risks, ensuring safety and well-being as the role of National Police and enhance resilience.

Berin added, “Preparing for disasters involves developing emergency response plans, conducting drills, and educating communities about risks and protective measures. Preparedness ensures individuals and institutions can respond swiftly and effectively when disasters strike. Providing clean energy and water in these communities is one of the sustainable ways to help them in disaster risk preparedness.”
